THE 1971 GENERAL PLAN FOR THE DEVELOPMENT OF MOSCOW AS THE MOST SUCCESSFUL AND THE LEAST IMPLEMENTED IN THE 20TH CENTURY

Abstract (English):
Urban development research of the General Plan for the Development of Moscow of 1971 has not lost its relevance today. The processes taking place during the implementation of the General Plan of 1971 are comparable in seriousness to similar processes taking place in the capital today. With the help of various approaches (urban development, functional, evolutionary) attempts are made to find out whether Moscow of the second half of the last century was a spatially integral entity capable of developing both socially and culturally, under the influence of which factors in the second half of the 20th century the population of Moscow and the capital’s socio-cultural institutions were transformed. The main factors that gave rise to the socio-cultural problems of Moscow include, first of all, hypercentralization, concentration of industry, administrative and other functions in the capital, which set the uncontrolled growth of the territory and population of the city. Another factor was the change in the population structure: Moscow’s industry and construction required the attraction of millions of able-bodied citizens from suburban villages and neighboring regions, they settled in new planning areas and dramatically changed the social appearance of Moscow, giving rise to acute problems. The General Plan of 1971 was aimed at spatial stabilization of the capital, for this purpose it was divided into a historical city-wide center and 7 new planning areas with public sub-centers, and a green belt with deep wedges around the periphery. The problems discussed in the article are important in connection with the processes of the 2020s – the influx of labor migrants, the sharp territorial expansion of Moscow, the deindustrialization of the capital.
