Based on archival documents, many of which are being introduced into scientific circulation for the first time, as well as memoirs and available scientific research, the article examines a difficult period of Russian history during the Civil War. The peculiarity of the problem is that the events took place outside of Russia, namely in the exclusion zone of the Chinese-Eastern Railway. As a result of the analysis of sources, it was established that the White Guard administration of General D. L., which was in charge of the CER zone in early 1920. Horvath was no longer satisfied not only with her enemies in the Bolshevik part of Russia, but also with the local Chinese authorities and the military command of the interventionist countries, who had their own views on the fate of the strategic railway. The Bolsheviks managed to form a representative body of the Russian population in Harbin, the United Conference, represented mainly by pro-Soviet trade unions that operated legally in the region. Through the Communists Conference in March 1920 They organized a political strike against the regime of General Horvath, tacitly supported by the Chinese authorities, who sought to get rid of Russian influence on the CER. The main striking force of the strike was the trade unions. As a result of the strike, the White Guard administration was overthrown with the help of trade unions, but political power in the CER exclusion zone passed to China.
