In a political context the power can be understood as a political influence or authority. While the context could be similar it is impossible to guess when and in which case both the soft power and the hard power would be effective — the influence of states remains different depending on the context. That can be seen in the comparison of Israel and Kurdistan’s history, when the first one has managed to form a state, and the second one hasn’t managed to do it. The formation of the State of Israel became possible thanks to Herzl’s doctrine. As for Kurdistan, on the San-Francisco conference in 1945 Kurdish delegation suggested to look into the possibility of the separation of the territory that Kurds pretended. In spite of similar circumstances the territory of Kurdistan wasn’t recognised as a state like the territory of Israel.
